Why do so many headhunters fail and switch to the HR consultant?

Why do so many headhunters call themselves, although they have nothing to do with executive search?

Unfortunately the job title Headhunter is not protected. Today everyone can call themselves headhunter. At that time, the name was still too much, too direct, not elitist enough. They said rather Consultant, HR Consultant, etc ....

The market has recognized that he gets the preferred candidate from the Headhunter. The reputation of the HR consultants was severely damaged, so they quickly changed to the new company name and "headhunter", since they always had a high reputation on the market without prejudice.
